KaBalay Declares Climate and Public Health Emergency — Advances Green Communes and Eco Barangay Solutions. KaBalay Nature Party (formerly Makakalikasan Nature Party Philippines) today declared that the ongoing extreme heat conditions across the Philippines constitute a Climate and Public Health Emergency, calling for urgent and systemic action from government and communities nationwide. Recent national monitoring shows that at least 13 areas in the country have reached “danger level” heat index, with temperatures peaking at 45°C in Dumangas, Iloilo and Guiuan, Eastern Samar, and sustained heat levels of 42°C to 44°C across multiple provinces.
